About Technical Supervision at NCNP
To empower and support the non-profit sector, the National Center for Non-Profit Sector (NCNP) established the General Department of Technical Supervision to oversee non-profit organizations classified under “Support for Charitable Work.”
This followed the approval of the NCNP’s Board of Directors and the issuance of Resolution No. 16618, dated 2/2/1445 AH, by His Excellency the Minister of Human Resources and Social Development, Chairman of the NCNP’s Board of Directors. The resolution transferred responsibility for the technical supervision of charitable-work support organizations from the Ministry of Human Resources and Social Development to the National Center for Non-Profit Sector. These organizations operate in the following areas:

- Promotion and Support of Volunteerism
Main Departments and Their Responsibilities
The General Department of Technical Supervision seeks to provide organizations with a seamless and accessible experience, from establishment through empowerment. Its work supports the sustainable growth of the non-profit sector by empowering more than 300 non-profit organizations that contribute to social and economic development. The General Department comprises the following departments:
Establishment Department
- Reviewing establishment applications referred by NCNP.
- Assisting applicants in preparing and submitting their applications in the required manner.
- Following up on establishment applications through all stages until the necessary procedures have been completed.
- Promoting a culture of non-profit work and encouraging the establishment of non-profit organizations in development-related fields.
Supervision and Monitoring Department
- Developing the instructions required to regulate technical activities.
- Approving requests to conduct technical programs, projects, and activities.
- Measuring organizational performance, monitoring and guiding organizations’ activities, and preparing technical reports.
- Preparing the required periodic statistical reports on the non-profit organizations under its supervision.
- Providing recommendations concerning the dissolution of an association or its merger with another association.
Empowerment Department
- Preparing an annual report during the final three months of each year outlining development needs.
- Training and technically developing the human resources of the non-profit organizations under its supervision.
- Empowering organizations and building their capacity to provide services to the public sector at the required standard of quality.
- Organizing events that contribute to the development of non-profit organizations’ activities.
- Conducting research and studies and providing advisory support.
- Engaging organizations in designing community-focused services and programs within their respective fields of work.
Classification and Technical Requirements
Accordingly, organizations under the NCNP’s technical supervision have been classified in accordance with the International Standard Industrial Classification of All Economic Activities, Revision 4 (ISIC Rev. 4).
To standardize the General Department of Technical Supervision’s engagement with non-profit organizations, technical requirements and guidelines have been developed to regulate organization establishment, supervision, and monitoring.
