Council of Ministers Approves Regulation of the National Center for Non-Profit Sector

The Council of Ministers has issued a resolution approving the regulation of the National Center for Non-Profit Sector (NCNP), which will oversee the regulation, operation, and governance of the non-profit sector to ensure its smooth functioning and to support its efforts in achieving targeted aspirations.
This resolution aligns with the earlier establishment of the NCNP as part of Saudi Vision 2030. The NCNP is one of the initiatives under the National Transformation Program, which aims to empower the non-profit sector and maximize its social and economic impact.
The NCNP aims to activate and expand the role of non-profit organizations in developmental fields. It will coordinate government efforts to provide licensing services for non-profits, monitor the sector’s financial, administrative, and technical performance, and address challenges while improving governance. Additionally, the NCNP seeks to increase coordination and support for organizations within the sector.
As part of its core responsibilities, the NCNP will develop the sector’s strategy, support relevant legislation and policies, and oversee the registration and licensing of non-profit organizations. It will also monitor the performance of these organizations, publish statistics, and ensure collaboration with technical supervisory units in various government entities.
The establishment of the NCNP directly aligns with Saudi Vision 2030 goals, including developing the non-profit sector to raise its contribution to the GDP to 5% by 2030. The NCNP also aims to increase the number of non-profit organizations and grow the number of volunteers in the sector to one million. The NCNP will operate with legal personality and financial and administrative independence, reporting directly to the Prime Minister.
